Lee Hysan Foundation

Lee Hysan Foundation ("LHF") is a private foundation incorporated in 1973 by the Lee family*, to officially carry out the philanthropic work which the family had already been doing informally for many decades. It operates as an endowment fund in perpetuity and does not fundraise. 

At the heart of its vision, LHF seeks to enable transformative social impact to build a better Hong Kong. With 4 core areas of focus: 1) Education, 2) Social Welfare & Health, 3) Arts & Culture and 4) Environment, LHF proactively identifies and develops high impact projects in tandem with potential partners of standing. Beneficiaries range from young toddlers to elders, with particular emphasis placed on underserved communities such as the working poor, disabled, ethnic minorities, and others. 

*Although established by the same family, Hysan Development Company Limited is operated separately from LHF and has its board of directors, distinct from LHF.

Quality Education Fund¹

In October 1997, the Chief Executive announced in his Policy Address the establishment of the Quality Education Fund (QEF) to finance projects for the promotion of quality education in Hong Kong. The establishment of the QEF is one of the major recommendations of the Education Commission Report No.7 (ECR7). Formally established on 2 January 1998 with an allocation of $5 billion, the QEF provides an effective channel for worthwhile projects from the school education sector to be funded. The QEF mainly caters for worthwhile non-profit making initiatives within the ambit of school education, i.e. kindergarten, primary, secondary and special education.

Po Leung Kuk Li Shiu Chung Quality Education Fund²

"Po Leung Kuk Li Shiu Chung Education Fund" was first set up in 2005 in memory of Mr. Lee Shiu Chung for his generous donation to Po Leung Kuk (PLK). The Fund provided funding support to various educational improvement projects for affiliated schools. From 2005/06 to 2013/14, “Po Leung Kuk Li Shiu Chung Education Fund” sponsored 309 projects, with a total grant of $82,061,003.5.

Upholding the long established objective of “protecting the young and the innocent”, the PLK is committed to providing quality education services to the students. In June 2005, the Board of Directors of the PLK set up the “Po Leung Kuk Quality Education Fund” to sponsor affiliated education units to implement quality education. The fund provided funding support to various educational enhancement projects, professional development programmes for teachers, programmes catering for personal growth and learning needs of our students and the children under the PLK's residential care. From 2005/06 to 2013/14, the “Po Leung Kuk Quality Education Fund” sponsored 349 projects, with a total grant of $111,040,168.6.

In 2014/15, the Board of Directors of the PLK decided to merge the above two education funds into one, namely "Po Leung Kuk Li Shiu Chung Quality Education Fund”, with a view to provide concrete support to our educational units for implementing various educational improvement/ enhancement projects, organizing professional development programmes for teachers, as well as programmes catering for personal growth and learning needs of our students and the children under the PLK's residential care.
