Key Responsibilities:

• Lead strategic technology initiatives and manage end-to-end system implementation, including planning, execution, monitoring, and successful delivery.

• Drive the technical design process, encompassing system architecture, process workflows, and database structures, while providing expert guidance and coaching to the development team.

• Research and assess emerging industry technologies to devise innovative and effective technical solutions.

• Collaborate with stakeholders and cross-functional teams to define project scope, objectives, and deliverables with precision.

• Oversee project timelines, budgets, risks, and resource allocation to ensure optimal results.

• Develop and maintain standardized frameworks for system design, development, and deployment to enhance efficiency.

• Facilitate seamless coordination with development team, vendors, stakeholders, and user departments to ensure alignment and clear communication.

• Provide inspiring leadership and mentorship to project teams, fostering a culture of accountability, collaboration, and continuous improvement.

• Deliver comprehensive project documentation, status updates, and post-implementation reviews to senior leadership.

Our Requirements:

• A recognized degree in Computer Science, Information Technology, or a related field.

• Minimum 8 years of IT experience, with expertise in project management and system implementation.

• Must possess solid working experience in the NGO sector, with good understanding of NGO operations, organization structures, governance requirements, and diverse needs of service and administrative units.

• Proficient in enterprise integration & design frameworks, microservices, modular service-oriented architecture, API management, and database modeling.

• Skilled in emerging technologies, including Cloud computing, PHP, Microsoft .NET Framework/Core MVC, Angular, Node.js, C#, CSS, JavaScript libraries/frameworks, Web Services/REST APIs, LINQ, Entity Framework, Vue.js, React Native, MS IIS, Apache, Microsoft SQL, and MySQL.

• Experience with No/Low-Code platforms is an added advantage.

• Demonstrates exceptional analytical and problem-solving abilities, with a talent for visualizing and resolving complex technical challenges.

• Holds PMP, Agile, or equivalent certifications is preferred.

• Fluent in both written and spoken English and Chinese.
