The latest financial crisis impacted hard on people with little education and work skills, as well as the disabled. The rise in the number of people on social securities is indicative of the ever greater levels of income and wealth inequalities.
As a measure to counteract the negative social impacts of the crisis, the HKSAR Government supports the development of social enterprises - businesses with specific social objectives where surpluses are principally reinvested in the community. Through the joint efforts of the Government, the business sector and charitable organizations, social enterprises have been successfully established in local communities and are creating growing numbers of opportunities for the unemployed.
PLK is in the process of setting up a number of social enterprises. Food trading and cleaning businesses have been set up, whilst car care services and recycling operations are in the pipeline. We will continue to seek other opportunities to set up more social enterprises. We will work jointly with the Integrated Vocational Services and Intensive Employment Assistance Services teams to ensure that our efforts in tackling unemployment at the grassroots level and creating self-sufficient enterprises are aligned to enable the best outcome for the community.
